Legitimacy and safety
4 questionsEvery answer in this group applies to any agency, not just FINAS. Check us the same way you would check anyone.
How do I know FINAS is a legitimate agency?
FINAS Manpower Recruitment Corporation is licensed by the Department of Migrant Workers under DMW-705-LB-03262026-R, valid 8 September 2025 to 7 September 2031, and has operated since 2015. Verify it on dmw.gov.ph, and do the same for every agency you deal with.
How do I check any agency's licence?
Go to dmw.gov.ph and search the agency name or licence number. Confirm the status is active and that the address on the licence matches where the office actually is. An agency that will not give you a licence number has told you what you need to know.
What are the warning signs of illegal recruitment?
Payment demanded before a real job order exists, guaranteed visas or salaries, no office you can visit, recruiting only through a personal Facebook account, pressure to decide immediately, and refusal to put anything in writing. Any one of these is enough to walk away.
Does FINAS recruit through Facebook?
We advertise on social media, but applications are processed through this website and the West Avenue office. No FINAS staff member will ask you to send money through a personal account.
Applying
4 questionsHow do I apply?
Browse current openings, then apply online or visit the office at 35 West Avenue, Quezon City. You will go through pre-screening, a trade test where the role requires one, then documentation. The full sequence is on the Applicant Process Guide.
Do I need experience?
It depends on the job order. Some roles require documented years of experience, others accept trade-tested skills or entry-level candidates. Each posting lists the employer's actual requirements.
Can I apply for more than one role?
Yes, but apply only for roles matching your documented experience. Applying for everything slows your own file down and does not improve your chances.
What if there is no opening for my skill right now?
Send your CV anyway. Job orders change weekly, and we contact candidates when a matching order arrives.
Requirements and documents
4 questionsWhat documents do I need to start?
A valid passport, NBI clearance, PSA birth certificate, recent photographs, and a résumé covering real work history. Role-specific certificates, professional licences, and the medical examination follow once you are matched to a job order.
When do I take the medical examination?
After you are matched to a job order, at a DMW-accredited clinic. Never before – and never at a clinic an unlicensed recruiter tells you to use.
What is an OEC?
The Overseas Employment Certificate is the DMW document confirming you are a lawfully processed overseas Filipino worker. It is issued as part of your processing, and it is what exempts you from the travel tax and terminal fee at departure.
Do I need to speak the local language?
Depends on the destination and the role. Some Japanese categories require or reward Japanese study; most Gulf roles are worked in English. Each posting states what the employer requires.
Fees
3 questionsHow much does it cost to apply?
Fees are limited to what DMW regulations allow for your destination and job order, and they are explained in writing before you commit. Some destinations and categories do not permit placement fees at all. (Fee schedule pending client and compliance sign-off.)
Will I be asked to pay to be interviewed?
No. FINAS does not charge applicants to submit an application, to be interviewed, or to have a CV forwarded to an employer. Anyone asking for that is not following the process.
What is a placement fee and when is it charged?
A placement fee is a regulated charge that may only be collected after a worker has signed an employment contract and the job order permits it. It is capped, receipted, and never a condition of being considered.
After deployment
2 questionsWhat support do I get once I am abroad?
You keep your FINAS contacts from orientation and can reach them for the length of your contract. Serious welfare concerns can also be raised with the Philippine embassy or Migrant Workers Office in your destination country.
What if my job is not what was in the contract?
Contact your FINAS officer immediately and keep records. A contract that differs from the DMW-approved job order is a serious matter, and it is exactly the kind of problem a licensed agency exists to escalate.
For employers
3 questionsGroups A to E are for applicants. If you are hiring Filipino workers, these three are yours.
How do we start hiring through FINAS?
Send an enquiry with the roles, headcount, destination, and target start. Once accredited, your job order goes live. The full sequence is on the Partners page.
What documents do we need to provide?
A recruitment agreement, special power of attorney, manpower request, and model employment contract, plus proof of legal registration, authenticated by the Philippine Embassy or Consulate in your jurisdiction. We send the current checklist for your country at enquiry stage.
Can we interview candidates ourselves?
Yes, online or on site in Manila. FINAS shortlists against your requirements; the hiring decision is yours.
