Look it up on dmw.gov.ph.
The Department of Migrant Workers publishes the status of every licensed agency. A licence that is not listed, or is suspended, is your answer.

Check the address.
A licensed agency operates from the place stated on its licence. Ours is on West Avenue, Quezon City – come and see it.

Ask what the fees are, in writing, before you pay anything.
Agencies may only charge what DMW regulations allow. Anyone asking for money “to reserve a slot” before a job order exists is a warning sign.

Be suspicious of guarantees.
No legitimate agency can guarantee a visa, a salary, or a departure date. Anyone who does is telling you what you want to hear.
If an agency, a “recruiter”, or a Facebook page asks you to pay before showing you a real job order, stop and report it to the Department of Migrant Workers. Being careful costs you nothing.

Is FINAS a legitimate recruitment agency?
Yes. FINAS Manpower Recruitment Corporation is licensed by the Department of Migrant Workers under licence DMW-705-LB-03262026-R, valid to 7 September 2031, and has operated since 2015. Verify it on dmw.gov.ph – and do the same for any agency you deal with.
What fees will I be asked to pay?
Fees are limited to what DMW regulations allow for your job order and destination, and they are explained in writing before you commit.
Do you guarantee I will be deployed?
No, and neither can anyone else. Deployment depends on the employer’s approved job order, your qualifications, medical clearance, and government processing. What we commit to is telling you honestly where you stand at every stage.
